Sean Bullen

Director of Education

Sean oversees FCAT on a day to day basis. He has been with FCAT for 6 years.

Whilst Headteacher at Millfield Sean took Millfield from an Ofsted ‘Inadequate’ to ‘Good’. Leadership was judged as Outstanding. Millfield were National Pupil Premium award winners 2014, winning out of 3400 secondary schools. Sean won the first Fylde Coast Headteacher of the year in 2015.

Sean is former Chair of Lancashire Secondary Heads from 2015 to 2017. He is also proud to live in Blackpool and help make a difference for the young people of the area.


Sarah Bamber

Director of Primary.

Executive Headteacher for Gateway, Westcliff and Westminster.

Formerly Principal of Mereside Primary School. Sarah joined FCAT having being the Headteacher of Strike Lane Primary School in Freckleton where under her leadership the school was judged 'Outstanding'.

Sarah is a NLE.

Jane McCumiskey

Chief Operating Officer (COO)

Jane is a Chartered Accountant with over 20 years experience working in senior roles in practice and industry before moving into education as CFO of FCAT in 2015. 

Laura Ferris

Head of Human Resources

With a MA in Human Resource Management, a member of the Chartered Institute of Personnel and Development and with over 12 years experience of working in HR across Healthcare and Education sectors; Laura has worked with FCAT since 2014. 

Laura leads the Trust's HR service; ensuring this supports the needs of all our senior leaders, academy and central services staff (Team FCAT) to be the best we can be.

Chris Lickiss

NLE, Executive Headteacher for Armfield and Unity Academy.
2013 - 2017 Principal Unity Academy.
Unity was Chris’ third Headship.
2005 - 2013 Principal Ashton Community Science College, Preston.
Chris took Ashton from Satisfactory to Outstanding.




Stephen Cox

Executive Headteacher of Garstang Community Academy, Aspire and Montgomery. Currently Headteacher of Ribblesdale High School.

Stephen is an experienced Headteacher with a demonstrated history of working in the education management industry. Skilled in Coaching, Educational Leadership, Secondary Education, Teaching, and Change Management.

He is a strong education professional with a Master of Arts (MA) focused in Educational Leadership from The Open University. National Leader of Education with experience of a selection of school to school support. Chair of Lancashire Association of Secondary Headteachers.

Catherine Dellow

Executive Headteacher for Hambleton. She is also the Director of SEN and Early Years for FCAT, both being priorities for the Trust.

Catherine is also the Headteacher of Red Marsh School - an outstanding Specialist School and National Support School.

Catherine taught as a primary school teacher and senior leader for many years before moving to specialist education. In her role of Headteacher Red Marsh School moved from good to outstanding

Under her leadership this school has received three consecutive outstanding judgements from Ofsted. Catherine is also a National Leader of Education, in this role she has carried out the work of a school improvement partner and supported a range of primary and special schools.    


Roger Farley

Executive Headteacher of Mereside Primary School and Headteacher of Westminster Primary Academy.

Roger is an experienced Headteacher with a demonstrated history in school leadership, rapidly taking schools from requires improvement to good. He is the current chair of Blackpool's schools forum. 

Prior to working in education, Roger worked across Europe as an IT consultant for many large companies such as IBM, BNFL and AstraZeneca, advising on future proofing and disaster recovery. He is skilled in Leadership, Change Management, Primary Education and behavioural support. Roger was recently awarded the National Professional Qualification for Executive Leadership (NPQEL).
